針對國民黨能否動用黨產支付黨工退休金等費用，行政院不當黨產處理委員會主委顧立雄昨表示，政黨支付員工薪水、日常水電費等雖屬必要開支，但應由黨費、政治獻金等「合法」黨費支出。國民黨主席洪秀柱抨擊，法條中明訂「履行法定義務」不在此限，民進黨自己訂的惡法還要違反，「不要逼人太甚」。

洪秀柱表示，「政黨及其附隨組織不當取得財產處理條例」第九條明定，推定為不當取得的財產，自條例公布日起禁止處分，但若是「為履行法定義務或有其他正當理由」，不在此限。
洪秀柱怒批，黨產會自己訂的惡法還違反他的惡法，「比惡法更惡」，難道一切由顧立雄說了算？有這樣鴨霸的委員會嗎？「現在他連條文自己都不遵守，太不像話了！」她也酸顧立雄「現在怎麼說就怎麼說，他是天皇老子，到時候一定會有人反彈的」。
國民黨文傳會主委周志偉補充，就算不談「正當理由」的定義，法條明訂「履行法定義務」不在此限，意即不管這筆錢是否為不當財產，「國民黨就是可用這筆錢支付黨工退休金」。
周志偉說，顧立雄只談「正當理由」，卻避談「法定義務」，分明是「政黨立場說了算」的不當委員會。
